when I open my public application I can not find the plan I want to subscribe to ; that appears only on the website

Sorry @Omarsoltan1 not all plans are offered for everyone.  Some plans are for new subscribers only.  For existing subscribers, PM will customize the plan offers based on your current plan profile.  Therefore, you can only choose plans offered on your My Account's Change Subscription page
