I keep getting notifications saying I need to make payment which I have via voucher but it is not registering. I went online and changed my phone plan but now it's saying I have zero balance. How do I fix this?

Do you have self-serve working for your account?
First look to see if it says your service is active or suspended.
If so go in there and do this lost/stolen trick:
Log in to self-serve. Plan & Add-Ons from top menu. Lost/Stolen Phone from next menu. Suspend Service button. Log out. Wait a few minutes. Log back in and back to Lost/Stolen Phone and Resume Service this time. Log out. Restart phone.
See what happens.

I did it via 611. It said my account was credited but i am still not getting coverage.

It's using an available feature in the self-serve to, in effect, reset the service.
It's a work around that shouldn't be needed but it seems to work quite often.

How do you mean not registering? You put it in and it gives you an error? Are you doing this via the 611 service? You can do it in self-serve as well.
Does your service say that it's active in self-serve?
If so then try the lost/stolen trick.
