That number reaches Freedom Mobile's voicemail system. That's not going to help with setting up a Public Mobile voice mailbox, whose access numbers I referenced prior to your post.

Good of you to join in and participate but that number is not correct for here. The only limited minutes plan now is the $15 plan. Otherwise the rest are unlimited Canada-wide so there's no concern about minutes.

Or any one of the other 37 currently known local voicemail access numbers across canada: (Determine which one PM thinks should be yours by dialling *#61#, *#62#, or *#67#)
But you have to call it from your cellphone the first time to setup a voicemail access PIN, or reset your PIN in the selfserve portal:

When you try to access it, is the phone number blank? Sometimes after activating a new account or switching to a new sim card, a device restart is needed to force the network to push the correct setting to the sim card.

@Druberger "To access voicemail messages from your mobile device, hold down the ‘1’ key on your phone keypad. You can also access your voicemail from a landline or any other phone line, by dialing your 10-digit phone number, selecting ‘Send’ or ‘Call’ and then pressing ‘*’ to skip the system greeting."
You can also dial your own number from your phone.
If you haven't set up the voicemail, follow this guide: https://www.publicmobile.ca/en/bc/get-help/articles/set-up-voicemail
