I use an iPhone with a Public Mobile SIM on a Canada/US/Mex plan. I want to purchase and use an iPad (No SIM) to connect to my iPhone and make calls.
• Does Public Mobile allow a “No SIM” iPad to connect to my iPhone and place calls?
• I am not sure, but is this called tethering?
I am aware that Public Mobile does not allow wifi calls, but I am not sure if this is classified as a wifi call.
I previously used Fido to do this without any issues. (Fido allows wifi calling.)

you wouldn't have problem using this feature in PM. All it needs on the iPad is any connection like Wifi, it is really independent of the mobile network the phone is on.

You are correct, “Calls on other devices” is what I am trying to accomplish. Thanks so so much for understanding my ignorance with this.
The iPad is presently using the 👉 Fido network , but I want to do the same with Public Mobile. Have you tried this on Public Mobile? In theory, this should work, yes?

it is an option on your phone called "Calls on other devices"
Tethering is the way to share data connection (whether mobile data or wifi) via Bluetooth or hotspot. what you showed is not really Thethering

this is NOT Wifi calling.
Wifi calling is you can use the Wifi to help to get the calls on your phone when you are in a location with poor network
what you have done is just you have received a regular calls on PM network and you were using "Calls on Other devices" to receive it, it is an Apple iOS feature, nothing to do with Wifi Calling

Thank you for the reply. Are the two pictures above a tethered call? *I am not sure of the terminology.
What is happening in those picture is I am tapping on the phone book on my family member’s iPad, then I tap the toll free number (RBC) on my family member’s iPad. Their iPad and their iPhone are connected to the same Fido phone number. When someone calls their Fido number, the iPad and iPhone will ring simultaneously to notify them that a call is coming through. It does NOT have a dialer, but it does connect to the number within the phone book. It will also connect to a phone number in a browser or note pad.

The 2 images show a call being made on an iPad paired with an iPhone. It will also receive calls too.
*not interested in VOIP.
*not interested in call forwarding to a different number either.

Yes, you can "tether" or Hotspot as I do myself with PM with no issues.

if you just want to hotspot using iPhone, then yes, there is no restriction with hotspot or tethering

you could download the free voip app TextNow to make / rec free calls and sms. During the free activation, you'll select a free Cdn cell number. It uses your local wifi or data that can be hotspotted from your cell plan data.

iPad does not have dialer, you cannot use it to make calls (it is not a problem with PM but a design restriction with iPad)
and if you want to activate PM with esim on iPad, you need to activate on a iPhone first. Reason is that you need to receive a first time 2FA text after successful activation. This is required but iPad does not have text add to receive text
so, you need to active esim or physical sim on a phone first. After you activtated and able to make calls and data, login My Account again to get that first time verification text
after that, you can install PM app on iPad, login and buy esim using the app for your iPad
