I am unable to connect to a network. I have turned my phone off and on numerous times  I’ve already wasted the first of 15 days I paid for

oh, with iPhone 7, you cannot use VoLTE

try to connect to T-Mobile and change network to 2G (but new iOS might block the 2G choice)

To change network

Tap the Settings icon. Select Carrier. Turn off the Automatic slider switch, and then wait while your iPhone searches for all available mobile networks in the area.

To change network mode:

Go to Settings
Select Cellular
Select Cellular Data Options
Select Voice & Data
Choose your desired network mode

iPhone 7 is not VoLTE whitelisted with PM.  So you really need to try to use  the 2G network with T-Mobile.  But T-Mobile is shutting down the 2G network too, so your phone might not be able to use the 2G network anymore to pickup the signal

I have Roaming enabled.  I will try to VoLTE suggestion now.    Last March when I was here it worked and I didn't need the VoLTE piece.  All the info I read said VoLTE is only required in the state of Alaska.  ...but I'll give it a try.  I'm not sure how to 'change the Network - can you suggest a pathway on my phone to do that?  When I click on network it's blank!

for data use, make sure you have Data Roaming enabled in Settings.

What make / model is your cellphone ?

if you are still in US, may I know what phone you have?

Critical part to US roaming depends on T-Mobile/AT&T/Verizon coverage and whether you can connect successfully onto either network.

With your voice issue, make sure VoLTE is enabled on the device setting. 
And if it does not work, try to change the Network to T-Mobile ONLY, and change Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data  is working
