I upgraded my subscription almost 2 months ago from 3G network to 4G.  I am still just getting the 3G, which means today I did not receive the national alert test.  I tried shutting phone off and turning back on but nothing changes.  I have the IPhone XR and the most recent updates.  
Can you offer other solutions.

3G or LTE are the only options that are shown.

Personally do not care about data speed as I do not use internet on phone. Occasionally if I am out of range of free WiFi... As long as phone/sms works do not care if it is 3,4,5,6,7G 😁

I am still on '3G plan' but I did get national alert. Why would alert be restricted to >=4G???

You changed to a 4G plan, not the ability to connect to the 4G network (you already had that ability). Even on your 3G plan you can connect to the 4G network (you could have connected to the 5G network as well, but your phone isn't 5G compatible. Your plan just dictates the max speed you can achieve.

@Jab2  changing plans won’t change the setting in your phone you need to go to phone settings and change it to 4G/LTE or 5G and you will bet the text alerts

yes, you won't get the alert if you are connected on the 3G network.  But check if your phone was set to connect to 3G instead of Automatic

To set your iPhone to 4G, you can do the following:
Go to Settings -> Cellular -> Cellular Data Options -> Voice & Data
Select 4G
