This is usually a carrier lock issue that can easily be resolved by contacting the original carrier to get the code from them, if it is a sim card lock, follow the steps in the first post above

@john25 did you upgrade your phone or updated your phone with a new OS update?
Was this phone ever used on PM network before?
Or you use SIM PIN before and need to enter the PIN every time you reboot the phone?

Hi are you saying you have a new used phone if so it could be locked to a previous carrier, they would need to unlock it please tell us what is your exact message?
