I bought a phone with Telus back in June and within that period public mobile must have made my payments automatic. I haven’t been using public since and has charged me for every month how do I get a refund?

Public doesn’t make your payments automatic. You set up your own account and manage it. You need to unsubscribe yourself properly or you will continue to be charged.
They don’t offer refunds for this as it is your responsibility.

I unsubscribed last month and again they took a payment out

you are responsible for you own account and you need to disable Autopay yourself
can you login My Account now, Payment , Manage subscription and disable Subscribed
honest, PM is prepaid and won't refund because you didn't disable it , but you can try your luck, submit ticket here
