It would be better for you to complete the activation with the CS_Agent because the SIM can only be used once so if you decide to continue with PM in the future. You need to purchase a new SIM.

Then if you were unable to finish the sign up, then a refund can be granted by a CS Agent. Just use the link provided to you in my previous post.

But remember, PM will only provide refund if there was a problem with the activation. If it was activated and you decided not to use it, PM will not provide refund

What issues are you having with using the service. Public Mobile is a prepaid service and they usually don't do refunds. However, you would have to speak with their customer service about this. If you signed up and it was successful and the phone was activated and you were able to make and take calls and the rest and you just didn't use it. Then no, it's prepaid and Public Mobile won't refund you. But if you had problems not being able to get it working, that's a different story.
