If so, check that you have data left remaining on your plan under the overview section in your self serve shown below. If the line item does not exist that means you used it all up this particular cycle.
If this is your scenario, go to your iphone settings and enable both SMS and MMS options. Then texts will go in/out without the need for data or wifi.

@Eugeniopino which area, province and city, you are at? There seems to be 2 more complains about text today
you tried reboot your phone? and you were sending sms , not iMessage or RCS?
