This has been ongoing for at least 6 weeks. Sometimes calls go through fine. Other times they do not. It isn't due to location or lack of service.
I've restarted phone, removed and replaced SIM card, toggled airplane mode, reset network settings, cleared cache. Everything that has been mentioned when I google.
Any ideas what my issue could be?

Hi @Lori2348 that is a Canadian model A53? or one you got from overseas?
Change the network to 3G or WCDMA only for couple days, test and see if it is any better,
and can you test your sim on another phone for couple days?

@Lori2348 - this is interesting.
I had an A53 that would randomly not receive calls for nearly 3 months recently. All trouble shooting was done multiple times. Provider said they checked the account at multiple times. And deemed it wasn't an account issue. Since I obtained the phone directly from the provider and reported the issue within the warranty period, after 3 months of having a non-dependable phone they replaced it with an 'S' series model.
I hope your case is different than mine, and Public Mobile can do something on their end to fix this. But if this continues to be an issue, I would go to the place where you purchased the device and report this.
Again, my issue was nearly just incoming calls that were random. Although, the phone did seem to have 'network' issues on texts sometimes too.

HI @Lori2348 it should not an issue that the phone is not fully compatible with PM, maybe just partial compatible (missing some important bands). What phone do you have?
Please try to first Reset all networks and see if it works
And test your sim card in another phone first
Let us know what you got from the two tests. And again, tell us the model of your phone

@Lori2348 - curious, what device do you have?

@Lori2348 - i'd say this is either network or account related since it is random. And you have done good trouble shooting on your device too. Does the same happen when you move your SIM card into another phone? If so, I'd submit a ticket to customer support and ask then to check the account, perhaps reset it.
Public Mobile Representatives customer support agents (CSA) can be contacted by either two methods, found here: https://www.publicmobile.ca/en/on/get-help/articles/contact-an-agent
