I have someone who is currently in the United States, he switched to Public Mobile right before he left so that he'd have coverage and Data in the USA with the $50 for 40GB Canada-US Subscription.
He is now in the States and can currently only Text and Call, he has 'Data Roaming' enabled in Settings on his Samsung S21 but that still isn't making a difference.
His device is picking up on T-Mobile which is completely normal but Data and Multimedia Messaging are not working.
Any suggestions?

very frustrating, only calling available on ATT and had to manually switch to T-Mobile for data to work

If he ported right before he left, is it certain the port was complete? He can call and text but can he also receive calls and texts?

Hello @Priority , In the Messages app, go to Messages Settings > Advanced, and turn on "Auto-download MMS when roaming". That should resolve the issue with not receiving multimedia messages while roaming. For network data, if data roaming is turned on and network is set to "Automatically select network", the phone should pick up either AT&T or T-Mobile, the two networks Public Mobile has roaming agreements with in the U.S. However, under "Preferred network type", it should be set to "5G (recommended)". This should allow the phone to connect to 5G whenever possible, or automatically drop down to LTE if needed. As @softech suggested, you can manually select either network to see if it resolves the data issue. You can also manually select the preferred network type. Critical part to US roaming depends on T-Mobile coverage and whether he/she can connect to T-Mobile network or not
If the phone is not connecting to T-Mobile or AT&T, change the Network Connection from Automatic to Manual and select T-Mobile or AT&T (Try BOTH)
Make sure disable mobile data limiter
Your friend can also try Reset All networks
