I added funds and paid for US roaming add-on and got the receipt but roaming didn't work. I check my account and it doesn't show the add-on. My account shows I have a credit of $20. So, even though I have a receipt showing I paid for the add-on, it doesn't show on my account.

This sounds like a re-buy issue. Did you previously have roaming? When the add-on stops working and shows as 0/10 in the add-ons list then you can either buy a different add-on or ask support. If you wait for that 0/10 add-on to drop off in 12 hours then you might be able to buy it again. The wait might also be 24 hours.

I believe if you login My Account again using Incognito mode, you will see the roaming addon there (there is a cache issue with the site, but Incognito mode should fix that)
As to the roaming service, Which city and state you are now at? And what roaming addon you got?
Talk roaming might be tricky to get it working as you will be using TMobile 2G network , but Data or Text Roaming should be relatively easy to get it working. So, which roaming addon you got?
Either way, you need to make sure you can connect to T-Mobile. If it cannot connect and your phone is set to Automatic network selection, change it to manual connect to T-Mobile
Also, try to connect at different part of the city. Sometimes, it is just network coverage

You might just be looking at old cached information from your account, after trying to purchase your add on.
Try logging into your account using a browser in incognito or private mode and then do a refresh of your overview page using the little circular refresh wheel.
Then restart your phone. Your roaming add on should then be available for you to use by now.

Are you saying that there is an extra $20 showing in your Public Mobile account balance? If that's the case, those funds can now be used to purchase the add-on.
