I’m in the us, my public mobile roaming has expired. I’ve turned off cell data roaming but the phone is still showing us carrier activity. Will I be charged for roaming?

Unless you have US roaming add-on purchased, it does not matter if you have turned on the feature or not, you wont be able to access and you ll not be charged as well.

Short Answer: No..
Not so short Answer: PM is prepaid provider, you will have to pay ahead before you use any service. No surprise billing. So, you won't get charged

No, you won't get charged for roaming. If you don't pay first for something, then you won't get charged afterwards. You may get lucky and get some free service while still there 🙂
