Without volte being enabled, you're limited to T-Moble and use 2G GSM for calls. Open cellphone settings / Cellular Data Options (Roaming ON) / Voice and Data...set to 2G. You'll get decent reception near cell tower but will get less usable as you move away form tower. If you're in Alaska...talk won't work without volte being turned on by PM.

What network are you connecting to? If AT&T isn’t working try T-Mobile.  

If your device isn’t VoLTE enabled calling will not work unless you manually connect to T-Mobile and set your voice and data settings to 2G GSM.

make sure your preferred network is set to T-Mobile. Do you know if PM has enabled volte on your cell yet ? If not, you'll only be able to use 2G for calls in USA.

Look at the Public Mobile VoLTE compatibility list to see if your phone is on it. Make sure you are connected to either T-Mobile or AT&T. Some have reported needing to set their voice and data setting to LTE for AT&T.
