next time you go, change the Network Selection to Manual and test all 3 networks : AT&T, Verizon and T-Mobile

That tells me you weren't connected to the local network. You can't get data working if you don't first establish a connection to the local network.
You need to play around with your Network settings. If you had it set to Manual and locked to Public Mobile, you'll never get a connection when in the US. If you had it set to Automatic and it still didn't connect (unlikely, but possible), set it to Manual and look for a local carrier to connect to.

Didn't receive a welcome text, no calls, text, or (most importantly) data.

Your plan includes US roaming, if your plan is what you shared in the screenshot. Did you get a welcome text when you got to the US? Did it show you were connected to a network? Were you able to send text messages or make phone calls?

Back in Canada now, but I did make sure all that was set properly.
Just making sure: the plan includes data roaming to US, right? I don't have to buy add-ons?

In your SIM settings make sure Network Selection is set to Automatic, and Data Roaming is turned On.
If automatic network selection isn't working, manually search for AT&T or T-Mobile.

do you have Roaming enabled in cellphone settings ? If not, turn it on and data should be fine.
