I have signed up for a new Public Mobile Account. Not able to import number from Cityfone account.

I ported two numbers from Zoomer to public just two days ago and there's no option to select Zoomer. Picking Cityfone is the correct one. Also use your Zoomer account number by putting in two zeros before the account number (the system expects a nine digit account number and Zoomer accounts are seven digits).
I also did not receive any text messages asking me to authorize the number porting.

i think selecting Cityfone is correct
but check if your phone number can be ported into PM. Check on this Koodo site, the result applies here

Please choose Zoomer Wireless. It can be confusing, I know. But that's the one to choose. Just make sure you keep your Cityfone SIM card in the phone so you can get the approval text to say YES within an hour and a half. Enjoy
