Same issue with me, created a support ticket that service is not working. Got a response within 30 mins and text messages working about 30 mins afterwards.

Hello @Moggerrs Public Mobile has had issues with texting imessages and facetime for over a month now when new customers sign up. You have to submit a ticket to have this fixed on your account. Here's how.
