I've quickly reviewed previous threads but just looking for further clarification. 

1) Are there any add-ons I can purchase to be able to roam/call/text while in Dominican Republic?

2) Am I able to use my phone data to make calls at all via WhatsApp?

3) What are my options aside from Wifi through WhatsApp? Thank you.

Public Mobile only works in Canada, US and now Mexico. So your Public Mobile number is pretty much useless outside these three countries. However, you can download an app like TextNow and pick a local number to where you live and tell people to call that number if they want to reach you or text you. Then, you can pick up an eSIM from this link here. https://www.airalo.com/dominican-republic-esim

3) What are my options aside from Wifi through WhatsApp? Thank you...Motels, resorts, cafes, bars will usually have free wifi, you might hafta ask for their wifi password.

1.  sorry, no roaming in DR.  PM only has roaming service in US and Mexico 

2. yes , WhatsApp with WiFi would work.  Or buy Travel esim or local data sim card
