Just transferred our SIM card from one iPhone to another (unlocked) and it’s not working. It’s says “iPhone is not activated. If this continues to call the carrier”. Can anyone please help?

There might be a find my iPhone activation lock on the phone. Or it could be an issue with the wifi connection. If those aren't the issues, it looks like you have to try restarting your phone. And, if that doesn't work you'll have to do a hard reset connected to the computer.

So this SIM card had all its services working in the previous iphone, correct? If so, good.
Then this means this is only a device issue to work out.
I have heard of some issues with Rogers in the past, that they said they unlocked it but really it was not...not sure if this is the case here.
Can you try another working SIM into this phone to see if any network shows up?

I am on IOS 15 and if you go into Settings, About section, scroll down to Carrier Lock, should say "No Sim restrictions", that means the phone is not locked. Hope this helps.

you can try to test your SIM card in another device to you know the issue from SIM card network or your device issue.
if your SIM card working and for that device not working you need to call back to Rogers to make sure the unlocked for you for Free.

@KVV Have your PM SIM in the iPhone, Connect your iPhone to a computer and launch iTune. Download all the latest update and most importantly, download the latest Carrier profile.

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,
Go to Settings > General > Reset > Reset Network Settings.
This also resets Wi-Fi networks and passwords,

and try manually selecting network "3G ONLY"

and do Rebooting your phone ,This is quick and simple,to refreshing your network,
*what is mean for Rebooting the phone means to turn off your phone and turn it back on again.

thank you. It is a second hand phone from my sister who had been using it. It is not blacklisted.

If it's a second-hand phone...make sure it's not been blacklisted or reported as stolen somewhere.
