I am on IOS 15 and if you go into Settings, About section, scroll down to Carrier Lock, should say "No Sim restrictions", that means the phone is not locked. Hope this helps. Cheers,Phil
I am on iphone and it was able to detect the network but no calls. So I took out sim card, shut down the phone, insert the sim card and start up phone. All works, hope this helps. Cheers,Phil
