Can you switch me to the $23 plan with 6GB Data and unlimited texting, as I am currently on $30 plan but my budget is lower now.

You can ask customer service agent, but typically, CSAs don't downgrade plans. Ie. go from a higher price plan to lower one.

Those plans are for new customers. You can reach out to a CS Agent and ask nicely but never say never.
