Several months ago, I started the process to change my subscription. From the 40 dollar a month plan, to the 34 dollars a month. Every month, it says that the subscription will change the following month (for example, it told me it would change on Oct 5). Now that October 5 has passed, the subscription now says it will change on November 5. This has been going on for months. How can I get my new subscription to start?

it could be just a browser cache problem. Please try again using Incognito/private/secret mode on your browser to login My Account, or try using the PM app (logoff the app first and log back in)
