Those look like 3G speeds. Did you recently change plans from a 3G plan? Are you sure the plan change too effect?

did you try Reset all networks on the phone?
And please try speed tests in different area
Also,, if you have another phone around, put your PM sim to test. This will also force a sim re-provision and could resolve the issue

Once you reset the networks... reboot the phone.

Try to click Reset all networks or Reset Network Settings once
Test each network mode, Automatic/5G/LTE
and please use Speed test app and show us the results with the different network modes and if possible, test in different area
