Last I saw CCS was offering the $1.99 price( limit 2) for online and pick up.
CCS has free shipping via Canada post across Canada in 5 business days or less.
Today is the last day to get a free sim card and the $10 pm voucher (airtime credit) at london drugs.
To get a simcard from walmart just tell you need to replace an existing sim card on an account. You can usually price match at TMS in RCSS.

You have to order in advance of picking up....otherwise is $10 if you are a walk in.

Wal-Mart has had a history of not providing SIM cards at all without an activation of a new line in their store. They don't give out free SIM cards at all. I'm not sure where anywhere will give a free sim card. London Drugs seems to be the friendliest retailer for Public Mobile customers, but even they will charge you the $10 for the SIM.
Another option is to search for sellers on Kijiji or Facebook Marketplace that are selling their sim cards. Some of these sellers will give you a free sim card if you use their referral code to sign up.

In the past, there was a way to track SIM cards, but I believe that it does not work anymore. Expect about 2-3 weeks (especially with XMAS and slower Canada post service).
I received my Public SIM card on Dec. 29, and I ordered it on Dec. 22. Seven day turnaround for the SIM to be shipped from Toronto to me in Alberta, so the 2-3 weeks shipping seems to have gotten better now.

probably too late.. for maybe for future..
1. Walmart will give up SIM for free and will help you to setup as well... So, if you need it quick and don't mind to go over there, this is your best choice
2. If you have Amazon Prime , this is the BEST way to order online with guarantee 2 days turnaround:

There is no way to track your sim delivery. It will generally take two to three weeks due to delays.
