I am using an android phone (Acer) and the Signal messaging app.
Had tried the built-in text message app on the phone and that too has the same issue.
Issue is that cannot receive or send images.
Was told perhaps its my cellphone service provider.
Can someone assist me?

@BigBob1 since texting has nothing to do with Signal, the messaging app that's the subject of this thread, you might do better by starting your own thread.
Here's some follow-up questions you will want to include the answers to when you do so, to help people troubleshoot:
- did you just get this phone? If not, was everything working on it fine previously?
- did you just start using Public Mobile? if not, was everything working fine previously with this phone and this service?
- have you changed anything since things were last working fine?
- are you on the current version of the $15 plan (https://www.publicmobile.ca/en/plans/15for250MB-3Gspeed) which includes unlimited texting, or are you perhaps on a previous version which had metered outgoing texts? If the latter, have you checked if you have used them all for current plan cycle?

In order to send and receive images, your data service must be on. Your data cap will not be drawn from.

@sheir To be able to receive mms you need to keep data on. Also review your APN settings and make sure the APN Type contains mms as part of the value. If it doesn't then add it at the end.

I see this as a probable case of the phone's APN settings not being set correctly for MMS use. I would start by look at the following link:
