I activated a phone for my brother in another province I reset the password now I’m unable to login and am locked out of the account. Nothing suggested has worked I’m extremely frustrated with public mobile.

sometime they do temporary 1 hour lock, and try it again...
i suggest you can try it for a different Browser
and do clear cache and cookies for any Browser,

and use a Browser from your computer,is better
use Browser microsoft edge or chrome latest version
and just make sure your Browser is up to date update
sometime is the Browser is not update is give a issue.

@RPelletier it might be temporary one hour lock. you can either try back in an hour or try the forgot password link
if you are really unable to figure it out, open a ticket with PM using charbot on the lower right corner and PM will assist to reset
