I'm a little concerned here as if you want a SIM card for your security camera, that would require a data only SIM card and public mobile does not offer that. Furthermore, you should check with the company who made the security camera what the requirements are needed to use a SIM card. I'm pretty sure purchasing a SIM card from Public Mobile and a plan will not work in the camera. But once again, it's best to reach out to the security camera maker to confirm.
If they don't give you a direct answer, you can reach out to a CS Agent to confirm this information.

if you are buying a new sim card, yes, you need a new plan for it
But if you already have a PM sim card with a working plan, you can use it to test the camera first. Once you see it working you can buy a new sim card and activate a new plan

If your security camera takes physical sim card , YES. You just need to make sure the APN is set correctly
