Public Mobile does not have kiosks/stores. The SIM cards are available from Telus corporate stores.

This happened to me as well. Send a private message to CS_Agent and they will be able to tell you where the SIM is. If you don't want to wait, you could also ask them to cancel that order that you had made previously and go into a place (such as a PM kiosk) and buy it in person. Going and getting it in person will be a faster method. But if you want to receive it in the mail, I would advise to keep messaging with the CS_Agent to help you.
