After inserting PM SIM card and turning on phone it asks for a PIN to unlock SIM card.  Why? And where do I get the PIN?

Based on the title of this mesaage thread, you will not need to contact a Public Mobile CSA for a SiM card PUK.  Also, you will not need (not at this point) any master unlock/SIM Network Unlock PUK.  The SIM Network Unlock PIN code is the device's standard unlock code that allows it to be used at different carriers.  The SIM Network Unlock PIN and SIM Network Unlock PUK are not interchangeable. 

 

When talking to the old carrier, don't say anything about PUK or master unlock code or you're likely to get the wrong code. Simply say that you need the phone unlocked.

@fredkeul  I believe this  is asking for your previous carrier's unlock code. 

 

Was this phone used and purchase in another network before?  If so,  just contact them with your IMEI (dial *#06# to get it) and they'll give it to you.     It will be easer to ask them for the code if you have not cancel the account with them yet, although they are supposed to give you the code anyway

Here is an explanation by one if the Oracles, Luddite.

SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.

 

"SIM network unlock PIN" is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.

 

“PIN unlock key (PUK)” is a SIM-specific code used to prevent unauthorised use of a SIM card. 

The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card. 

  • If the PIN code is entered incorrectly 3 times, the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it.

  • Once the PUK is recovered and validated, you will be asked to choose a new PIN.

  • Only Public Mobile's moderators can give you this type of code, which the device manufacturer cannot. Public Mobile's moderators can be contacted at the following address: https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437

  • Caution! If the PUK is entered incorrectly ten times in a row, the SIM card becomes unusable.

and you have to contact old carrier who is provide to you that device to them unlocked for you.

 

or can you try to test your SIM card in another device...

A Personal Unlocking Key (PUK) may be used as a way to unlock your SIM card in the event that you accidentally lock yourself out of your phone using the phone's native security features. PUK codes are separate from phone PINs or Passwords. how you will getting from manufactory brand device call them to give it to you for Free.

what was the exact error message?

 

If you have a Samsung and if you got this:  "SIM network PIN blocked. Enter SIM network PUK.", 

it is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.    You can contact Samsung via  1-800-726-7864, The only info you need to provide for a master unlock was the IMEI and where the phone was purchased

 

 

Or if the error is :  “PIN unlock key (PUK)” , then it is a SIM-specific code used to prevent unauthorized use of a SIM card.  Likely the the PIN code is entered incorrectly 3 times and the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it.
