I am trying to activate a Google Pixel 7 Pro and I keep getting a SIM not allowed error. Here are some details:
- Phone was purchased from someone who had it on the Bell network, but confirmed that it is unlocked.
- Phone is from a reliable source - not stolen, no flags on IMEI.
- We have tried a different Public Mobile SIM card and it throws up the same error.
- A Koodo SIM card does not create an error.
- We have tried resetting the Access Point Name (APN) settings based on these instructions: https://www.publicmobile.ca/en/on/get-help/articles/set-up-data-on-an-android-phone
- The phone has been reset to factory settings.
- The only thing "unique" about the phone is that it was enrolled in the Android beta program. I have since removed it from that program.
- I replaced the SIM card just in case - it also does not work in the new phone, but does work in my partner's phone.
Help! Hoping not to have to return the phone or switch carriers.

You phone might be still locked for some reason. There're couple methods you can try, but I'm not sure can help:
1. Contact seller and let seller login to My Bell to unlock the phone or remove the phone lost:

2. Contact seller and let seller login Google account and remove or erase the phone from Google account;
3. Go to the Bell store for help;

IMEI is clean, SIM works in two other devices.

@Msugrue Is the error : " SIM 1 not allowed'
Call Google Support, there is a post on Red dit and he "spent an hour talking to Google Support today and they told me they need another 24 hours before they can give me any more troubleshooting information."

did you check if the device is blacklisted? check it, don't assume:

I seen some people on another site saying similar error got resolved after carrier reset something, so, if the phone is clean, please open ticket with CS agent
at : https://publicmobile.ca/chatbot.
First type Contact,
then select the only choice there: "Contact..",
from the list of , choose "Other"
finally click link the blue link about submit a ticket
Another page will open and just follow: .
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM
If you have problems submitting a ticket, you can open ticket by private message (but this can take longer):

Please check the status of the IMEI at www.devicecheck.ca
Also, please try your Public Mobile SIM card in another device. This could be an account level issue.
