Does anyone actually get these and if so how much time are you spending here ?

You can spend as much time as you like participating to help others is more rewarding. Receiving a Community reward is a bonus.

I spend about 5 to 10 minutes a day and do more reading than contributing. Admittedly I'm no expert and 99% of questions are answered right away so I find myself just handing out Bravo's and saying stuff like "Yeh ask the moderator", I feel kinda useless but as someone who is frugal I just want my credits!

Hi @Robynpoznikoff ,
You speaking of the Community Rewards correct? Yes, Public Mobile/Community customers receive them.
You must be logged into you Community account with the same email as your Self Serve account for the rewards to be credited to your Public Mobile account to accumulate.
It is a monthly contribution, so if you are active quite a bit in one month and receive a $ reward, and then you go dormant the next, you will likely not get any that month.
So it is a commitment if you want to continue to put the time into contributing your time.
Best ways to reduce your bill would be referrals, and of course stay with PM for the long run and you will get up to $5 off your monthly bill (after 5 years with PM) ($1.00 after every year).
