I’ve been locked out of my account. I need a moderator to help me reset my account password so I can log in to change my plan and payment method.

two things
1. may be you were registered with some other mail id before.
2. check your SPAM folder as well.

@table_for_8...the PM CSA's need to make double sure you are who you say you are...prevents bad guys from taking over our accounts.

but are you good now?
If it is a lock out, it might be a temp. lock for 1 hour and you can try back.
Or you can open ticket as advised above.

you need to Contact Customer Support Agent by CS_Agent ,and Explain your issue to
they can solve your issue, they are nice Service Team they will help you 100%.
and them will Change email and reset password for you,

If locked out after 5 tries, you could try logging in again after ~1 hour.
If unsuccessful, open a ticket

Did you try Forgot password link yet? Enter the email that you registered (or try different one that you have). If a correct email entered, you will then need to answer the Security Question that you have setup
If you cannot reset it that way , then use Chatbot to open ticket with PM. Follow this to get to ticket open screen quicker
After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent
