all I ever get is spam callers leaving messages how can I remove this feature from my plan ?

Unfortunately, public mobile does not have "Call Control" which helps to cut down on spam calls coming through.

This way you accept calls that you recognize and ignore calls that you do not. No need to decline.

mmi code successful, except when I call myself from another phone and decline the call still goes to voicemail and that's exactly what I am doing with spam.

Try this:
To "disable" voicemail, on your dial pad dial: *004*8080000000#
This will cause all calls to either ring forever or get fast busy at the point they normally would have been diverted to the voicemail system.
To reset it back to defaults, dial ##004#
