How long was your account suspended for? If more than 90 days, then your account is permanently closed and phone number lost.
Public mobile is self serve, so you will need to make a payment yourself via your self service account or dialing 611 on your phone.

you have to login My Account and make the payment yourself
login My Account on the browser or app and click "Pay now and resume services" and make payment
