I have a charge on my credit card that is not suppose to be there how do I get my refund

If you are not a customer proceed with contacting the moderators or disputing the charge with the card issuer.
Otherwise sharing a little more info with community may solve the problem without having to contact the moderators. Refunds take up to 30 days on average so most customers opt to just allow a credit on their balance in their account pay for their next renewal.
50% of the time the erroneous charge is already credited in the account and showing as a positive balance. The other 50% of the time gets split between a forgotten charge by the customer ( they topped up their account or forgot a family member just renewed) or an actual mistake by the payment system ( double charged autopay or very rarely a random "basic plan amount" of $10 is charged mid-cycle.)

Can you describe the charge, and why you feel it should not be there? I suspect whomever you present this to will want the same type of information, so best to prepare in advance.
I presume you mean a charge from Public Mobile which was over and above what you felt was required for the service you receive(d).
The more details you can supply us, the better we will be able to advise your best course of action.

@Jakob2004 , is this a pending transaction that you see or an approved one?
Did you happen to change your credit card as your registered card on your account recently?
If so, it can show two charges (1 could show $0, the other a value). But one will fall away when the approved charges are complete.

Are you a customer? If you're a customer, check to see if an extra top up has been applied to your account. Extra funds can be used to purchase an add-on or for a future renewal.
If you're not a Public Mobile customer, I would call your bank immediately and dispute the charge.
