I thought I could do that but looks like my phone is locked though the previous provider is saying it's not. Any suggestions?

Manually update your carrier settings on your iPhone or iPad
Carrier settings updates let your carrier provider update carrier network and related settings to improve cellular network connectivity and performance. Carrier settings updates can also add support for new features like 5G or Wi-Fi Calling.
When a carrier settings update is available, you'll be prompted to install it. Installation takes less than one minute, and you can keep using your device normally. If your carrier releases a mandatory update, you'll see an OK button instead of an Update button to let you know that the update was downloaded and installed.
If you dismiss the installation notification, you can manually update carrier settings by following these steps:
If you insert a new SIM card into your iPhone or iPad, you need to download the carrier settings for your new carrier.
To see the version of carrier settings on your device, tap Settings > General > About and look next to Carrier. To see additional carrier information, tap the version number. To verify that you have the latest carrier settings installed, contact your carrier.

@planeterin To fix your immediate issue that govt is going to call you, Download a VoIP app like Fongo or TextNow, get a temp. phone number. Go back and notify the government that your phone number has changed and have them to reach you via the VoIP number.
for your phone issue, do you have a computer now for you to try connecting to it with iTune to download the latest update and Carrier profile?
Let us know what you have tried so far.

Sorry- I am a different poster not the op- first time here, not sure of the protocol- just want my phone to work! thanks for the help folks but still working on it. not able to call out- 611 or anything but my account was inactive as of today because payment didn't go through so maybe tomorrow something will change. looks like it's not locked but I still can't change the carrier information. I reset the settings... can't go seek help cus I'm in quarantine and the gov is trying to call me!

I can't be certain, but I'm thinking that both usernames could be the same person. @DaltyG and @planeterin : Are you control of both of these accounts or are theses two sepearate issues by two different people?

@planeterin Has your account been in suspended status for over 90 days?
You have up to 90 days to make a payment and, after doing so, your payment cycle will restart and your service will resume.
After 90 days of non-payment, your account will be permanently deactivated, which means you will:
1-Lose access to your phone number (and Self Serve account), and won’t be able to transfer the phone number to a new provider in the future.
2-Need a new Public Mobile SIM card if you decide to activate a new Public Mobile account.

you can try using this to see if you phone is locked

Also, try this:
1. Insert new working SIM - do not turn phone on (if SIM is already in, turn off)
2. Connect to computer with USB cable.
3. Start iTunes if it doesn't auto run
4. iPhone will switch on. Wait until iTunes registers it and checks for updates
5. Install the carrier profile update (if offered, if not, go to step 6)
6. Disconnect and restart.

I agree with @hTideGnow that a locked phone should ask for an unlock code upon powering on. Are you on Airplane Mode by any chance?
Have you tried calling 611? I'd be curious what it says at that point...

no unlock code prompt, just not recognizing the number, can't call out or receive calls.

@planeterin If you phone is locked, when you put your PM SIM in it and power it up, it will ask you for an unlock code, do you see such prompt? If so, what exact message is that? If you don't see such a message, then your phone probably not locked.
Also, what kind of phone is that?

I saw online there are unlocking services but thought the original provider would be able to do it. Maybe I'll check into that.

If your phone is locked to your previous provider, you basically have two options...
There's always the possibility of just buying/using/getting a different/new phone, but I didn't really consider that an "option" for your question. 🙂

Are you using your old SIM card that was active in a previous phone?
Does the SIM still work in the previous phone?
What is the message you are receiving when you insert the SIM into the new phone?
