Are you going by the automated province detection on the Public Mobile home page? That is based purely on IP address. The SIM card will sent to whichever mailing address that you have provided during the ordering process.

i think I receive an email when I bought sim card before, Maybe he got that and saw the address was wrong. I could be the address lookup returned 2 addresses and OP chose the wrong one
