@Alvina While you do what softech said also make sure to leave your Virgin Mobile sim in your phone until you get a text message from Virgin asking for permission to transfer your number to Public Mobile. You need to reply YES within 90 minutes of receiving the text. After a while the Virgin number will stop working and you can put your PM sim in the phone and reboot (best to turn it off while you switch sims).

if you have not activated the PM account yet, then just activate using the PM app, at the steps about the phone number, choose Transfer phone number and provide the information
if you already have an active PM account and would like to port in your PM phone number, login My Account, go to Profile Page, click Transfer Number
