I am a new user and my phone will not connect to websites, works fine thru Wi-Fi.
phone is an ASUS Zenfone 3 max. (ZC520TL)
Error message is ERR_CONNECTION_REFUSED
phone package includes data, connected over a week ago and still no access to cellular data
Cellular data use settings are on
APN settings have been double checked
Network reset completed

Try MVNO's of GID and 4D respectively.

@Waverider contact moderators. They may be able to send you an SMS with a link that installs the APN settings. (They have done it in the past)

The other thing since you just signed up there might be something in Public Mobiles back end causing this since you corrected the APN settings.
Hopefully they can resolve the issue for you.

Added new APN, double checked the settings, rebooted and still no luck.

@Waverider that is strange are you sure they are typed in correctly. One little setting off will make it not work.
Can you add a new APN instead of editing the apn?
This one below has a different port than your screen shot. It's 8799 and the MMS proxy is a link instead of an IP address.
If you add a new APN with these exact settings it should work.

Tried both APN settings and still no luck in accessing websites using data.

@Waverider your apn settings are not correct. Some fields are missing. Like APN type.
Try these. Save then reboot phone.
If they don't work try below that I took from my phone.

@Waverider you have to log into your account and scroll down to "My Data and Add-ons"..
It would show for example 600/1000. Meaning you used 600 mb and have 400mb left.
if nothing shows in that section. It means you used up all your data.
Also please take a screenshot of all your APN settings and post them. Thanks.

@Waverider try one or the other.. don't change the APN and then do a network reset. if anything do the opposite, reset the network settings and test. then change the APN settings and test. if your phone is a dual sim, try using the other slot. configure the sim to handle calls/data etc.

By any chance do you have to allow what apps will run while using Data?

What plan are you on? Can you log into self service and make sure your data is listed on the Overview page under My Data & Add-Ons.
