Here's one thing you could try - if there's a used one you wanna test, simply use a friends/family member's Public Mobile SIM in it to see if you can use the phone's calling & texting features.
Data is likely hit or miss with these items - so might be best for a $15 plan with Public Mobile.

@vicki3 Only if they are compatible with the 3G/HSPA network bands. PM does not support 2G bands so majority of flip phones wont work.
