Try and reset the Network Settings and see if that helped. Remember to re-enter your wifi password.

Been a long time customer. My daughter’s phone. Only works on wifi. Settings appear to be correct. Received incoming calls. Can’t make outgoing call and won’t send / receive text messages unless on wifi

I'm assuming that you've completed the activation process. If the Public Mobile SIM card was inserted before the activation was complete, please restart your device.
