Hello, I am customer of public mobile for years 

Just now I received a bill that is $16.95, usually I only pay $12.43 monthly

Any explanation?

You now get 5% back in points, 10 once every year, 1 point for every referral.

And you need to manually cash in for $15 off, it is not automatic any more.

You probably received an email about it, but maybe did not realize that the change in rewards would effect your bill

The short answer is that the old rewards program has been discontinued and replaced with the points system which does not directly discount your bill. You will be paying more on this new system.

Starting May 1, legacy rewards customers are being switched over to the new points reward system.

You lost your autopay and loyalty monthly rewards.  That is why your price has increased.  You will get some reward points, but it won't be monthly rewards.  Once you get 15 points, you can convert to $15 billing credit.
