Hi,
I have paid a $15 top-off and had a proof of payment but didn't get any new minutes yet and it's been more than three days now.
What's going on ?

You have to go through renewal cycle in order funds to be used.
If you are trying to reactivate suspended account, after payment you have to click on re-activate button.
If you just need additional minutes and your account is in good standing, buy 500 min add-on.

Just adding funds does not provide services you are out of. So, either purchase a the $5 Canada Wide addon with the funds you added, or renew early. Recommend to buy the addon (cheaper).
OR, are you saying your plan renewed 3 days ago? And you still have no services? Go to your self serve account and see what status your account says. If suspended, choose to reactivate it on your account.
If doesn't work try adding $1 manually then reactivate it.
edit - are you new to public mobile? OR, have you had working services before?
