What was the exact message ? is that SIM card PUK?

If it is other kind of PUK, please provide the exact error and we can advise.
For example, "SIM network unlock PIN" is something you need to get from the carrier you originally bought the phone from.
"SIM network PIN blocked. Enter SIM network PUK." is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.
