My wife and I are waiting for very important calls. We both have iPhones. We both have Public Mobile. Sometimes we receive missed calls, and we want to call that number, or we want to call. But we get the message "Call cannot be completed Error 8B1"
She has an E-sim, and I have a SIM card. Neither of us can call that phone number.
We are looking for help as soon as possible.

I doubt that customer support can help. Here are the likely reasons you have recieved that intercept message.
The person you are calling is outside of their service region
The person you are calling is in an area with low signal strength
The person you are calling's phone is switched off or set to airplane mode
The number you are calling is a long distance number
There is an issue with the number you are calling
There is local congestion
The destination phone is disconnected
There was a number dial error
There was network trouble along the route
Keep trying if you can't get through then it may be disconnected.

and try reboot the phone and Reset Network Settings
