Screenshot your payment history page might provide more insight (don't include any personal information like account number). I wonder why the $1 manual load did not work. If you have a credit card or visa debit, it should load up $1 for one time payment.
If those tricks don't work, you will then need to private message a moderator. Expect 2-3 day wait though...

Tried both the $1 trick and lost/found trick.
$1 payment isn't being accepted and I can't report lost since the account is suspended.
