Why did I pay $28.00 in May and $33.60 in June? Is it possible to be overcharged?

I would hazard a guess that you use auto-pay and have 3 years service.
That used to get folks $5 off monthly, but now the change in rewards means you instead build up points.
The good news, is all referrals go from $1 to 1 point (which is equal)
The auto pay discount of $2 is replaced by 5% value of your plan towards points, so for most this will be less favorable.
The biggest downfall is loyalty. Before, we used to build up to $5 off monthly after 5 years, but now EVERYONE gets 10 points per year, or a maximum of $10 value per year, regardless of tenure around here.
Once you reach 15 points, you can 'redeem' that towards $15 credit on your account by logging into your account portal and going under the Rewards section.

Public Mobile no longer offers loyalty rewards and has removed them from everyone's account.

Could be that you forgot that your old Rewards program has ceased operation and now we get points instead.
