My son Bill was payed on the 8th September now I got a charge on the 27th of $45

what was the old charge? the $45 is a new charge that never happen before? It looks like your son has made a change plan on 27th.  Check with your son first

What plan your son had before and what plan he has NOW?

Only way to get charged twice within one billing period is if you change plan NOW.

can you login My Account again using Incognito mode and check the Payment history  page, https://myaccount.publicmobile.ca/en/account/payment/payment-history , what is it showing for the charges on Sept 8th and 27th?

Is there any chance you made he made plan changes to the account recently? 
Does this charge also show up on the payments page of the account?

Sounds like he chose to change plans immediately, rather than waiting for next renewal date.
