Outgoing calls stopped working since few days. Plan is uptodate.
Incoming call is working. SMS incoming/ outgoing is working.

So I understand, any provider using TELUS wont work. I read even Bell wont work. I guess that leaves Rogers only? or even they are enforcing this?

Your issue is not whether you have Data or not, it is the problem with the lack of VoLTE compatibility with your phone and PM network
While your Samsung Galaxy S10 has VoLTE, it is NOT compatible with PM's VoLTE network. You can use the IMEI checker on this page to confirm: https://www.publicmobile.ca/en/on/get-help/articles/volte
Since your phone is not compatible with PM's VoLTE, your phone has been using 3G for voice, but is now affected by the 3G Network Shutdown that has just started in Manitoba:

If you’re using a 3G-only device, your phone will stop working after these dates:
Manitoba (Rural): January 12, 2026
Manitoba (Urban : Winnipeg & Brandon): Starting March 31, 2026
National: Starting March 1, 2027
There is really nothing much you can do other than to get a phone that is compatible with PM's VoLTE network.
iPhones 8 or later, Google Pixel 4 or later, Samsung S22/Flip 2/Fold 2/A15/A35/A55 or later, or other major brands of phones released after 2024 and are designed and sold for the Canadian market should work.

I changed the plan to "$18 ULCW Base Plan-500MB-4G". It kicked off yesterday. This plan has data included (previous one was talk & text only), so I know the plan has changed. But still outgoing is not working. The model is Samsung S10 which is not in the VoLTE list.
What can I do?

If you're in Manitoba, then you're likely experiencing the effects of the 3G shutdown. You now need a phone that is on Public's VoLTE whitelist to make calls. There is a device checker on the following VoLTE page to double check if your device supports it.
